This is just woodless graphite; it's relatively cheap at art stores. Or you can use a regular pencil, just so long as you keep the tip sharp the entire time you're working with it. I've had a lot of practice with graphite, so it's hard to explain...
Well, basically, I just keep the pressure consistent as I color and make either small circles or lines (it's easier to control pressure that way). After all that, I go back and re-define the edges with a super sharp pencil.
