Mireesh Syndicate
The Mireesh were only primitive when the Xete Empire invaded their world, enslaving them with ease and forcefully shipping them off their Homeworld of Miresia to the Ringworld of Gir-Zana, which they were building around the planet. The Mireesh were then forced to watch as their once lush home was turned into a molten world, with the Xete forcing the Mireesh to gather the molten slag to be turned into materials to build their war fleets.
The Mireesh may have been primitive, but they had a sophisticated religion focusing on the female of the species. Male Mireesh viewed the female members of their species as beings that should be respected, with control over life and death. Only a woman can bring life to this world, so only a woman can have it taken away. Of course, they don't kill people, as no woman should ever have blood on their hands, so killing is reserved for the men, as they are stronger and better suited to the job. But, a man can only kill with a woman's permission and must seek forgiveness from one if they do so without permission. It is because of this belief that the Xete were able to easily control the Mireesh population by threatening to kill the woman, getting the obedience of the men with ease. They also modified the females so that they had a reduced chance of producing female offspring.
The Mireesh suffered under the rule of the Xete for many centuries, gathering molten lava for their overlords until the Bliss virus outbreak, which would see the complete extinction of the Xete species, wiping out the entire species and freeing the Mireesh from their rule. Or so they thought. despite the total extinction of the Xete, some were still loyal to them, collaborators who enjoyed a more comfortable lifestyle than the rest of their species. All of them were men.
The collaborators maintained their power over the rest of their species, ruling as if the Xete were still around. Even worse they treated women as breeding stock, keeping them prisoner whilst forcing them to give birth to a consent stream of children.
Enter the Syndicate, a small but dangerous group of criminals who controlled the entire black market on Gir-Zana, even when the Xete were in charge. When the Xete fell the Syndicate liberated women from the so-called Mireesh republic's 'reproduction centres'. All the while they planned their takeover of the government, and the removal of the collaborators.
Seventy-three years of planning later, the Syndicate struck, taking over the entire government with ease, removing those who were still loyal to their long-dead masters, and liberating every woman from the reproduction centres. The Mireesh Syndicate was then formed, an entire race ruled by a criminal empire, for the betterment of their entire species. The Syndicate brought back the faith of old, putting women back into the positions of power they should have. Whilst the leader of the Syndicate is a man, the true leader is a woman.
When the Syndicate first encountered another race, they had difficulty deciding whether or not the females of this other species should be treated the same way they treat their females. After much debate, they decided that females of other races should be treated the same way they treat their females, as long as these alien females respect them. A woman should never abuse her position after all. If they need something, they ask for it, politely, never demanding it. As well as understanding that either what they want may be unavailable, or the man is too busy at the moment with other tasks.
The Mireesh have close ties with the Cardrian Vesstrall, due to them being all female. Along with the Orassians, they would help form the Odysseus Cloud Trade League, using the league's connections to help expand their criminal empire across the stars.
They may be physically weaker than most species, but they make up for it with their sly tongues and quick thinking, allowing them to outsmart those who would dare to challenge them.
On any world where the black market exists, the Mireesh Syndicate will have a stake in it, working their way across the stars until every criminal operation is under their control.
