Wow, that is a seriously cool image!!! I was unfamiliar with Korra, but I have consulted Google and must say you created a very beautiful likeness of her. Her gaze is intense and focused, with an air of calm determination about it, and she is looking past the hands reaching out for her, as if trying to keep the bigger picture in view, rather than only seeing what's immediately in front of her. (Of course she's also looking directly at the viewer, which I find quite engaging.)
There are a lot of things that work really well about the image:
+ the muted colours and skin tones, contrasted with the blue and white of her top that's picked up by her eyes and the hair-accessories
+ overall a very balanced look
+ the focus in her eyes contrasts perfectly with the out-of-focus hands
+ the contrast between the perceived motion and desparation of the hands and the calm determination of her gaze
I see you have added some "scratched picture" effects (for lack of a better term) and brown stains that make me wonder if the image is supposed to look like a physical picture that's been handled a lot, collecting scratches and stains? If so, it works perfectly. If not, I would consider making the brown stains across Korra's face a little bit less visible, as especially below the eye on the (viewer's) left side, it seems to interact with her lower eyelid. It doesn't look too different from the right side, but somehow on the left it seems to create the illusion of a circular spot below her eyelid. It's minor and only became apparent after I looked at the image for a long time, but now I can't unsee it.
As far as improvement goes, where the technical aspects are concerned your style looks very good already and you clearly know what you're doing creating digital art. There is only one technical issue that jumps out at me, and that's the dark contour on the inside of her v-shaped collar. Is that supposed to be a shadow? An outline? Or a dark edge on her top?
If it's a shadow, it appears a bit too evenly put to agree with your light source, and too hard-edged. If it's an outline it seems too blocky. If it's a dark edge of the collar, it doesn't agree with the light reflecting off of the white as the collar curves towards her neck. I think it's most likely supposed to be a shadow and all the other shadows in your image are really, really well done, so this one being so blocky stands out and for improvement I would suggest softening it some and making sure the shadow cast by the v-collar goes along the curve of her neck. But that's really the only technical issue I can find.
Composition wise, I think the hands around her are great - but I do wonder where the hands above her are coming from. She seems to be standing, and she appears to be standing in a dark space, so is she standing in some sort of doorway and people are reaching down from her from up above? Also, for hands reaching out for help, I find the hand on the top left is in a too claw-like posture.
But with the overall quality of the image, those are only minor suggestions for improvement. I think you have done an excellent job here!!
