I can't say that. She has no features of Tigress. Neither style of fight, nor temper. They are absolute parallel persons, the same is - woman gender.

No, but the whole concept of the kung-fu panda movie being ripped off by Kung-fu Rabbit is annoying, and peony is a different figure of tigeres. U can notice it by the way she has a close connection to Shifu the rabbit.
The styles are different, but any one with eyes can clearly see that this 'Kung-fu Rabbit' movie is a failed attempt to creating more attention than Kun-fu Panda. 
But other wise, Kung-fu Rabbit will never beat Kun-fu Panda (By MILES) but is still a good step forward for China as they are quite behind with technology. :Y
