Much like my previous 'Vlad Plasmius' artworkthis is a Character Redesign of Penelope Spectra.
My reasons for the redesign is more Story Based, and rooted in "practicality"
in my Danny Phanton Canon/Fanon, Spectra continued to masquerade as a human.
and, in order to do this more effectively, she gave her ghostly form a "makeover"
so none of the "smart" humans could put Two and Two together.
In order to be as authentic as possible.
I actually took the "hairstyle" Spectra's shadow form (which looked like a flame)
and, also changed Spectra's eyes from Green to Red.
due to the fact that Ghost Spectra's skin is a pale color
sharp shark-like teeth and her hair is a much duller/darker shade of orange
I doubt Human Spectra and Ghost Spectra will look alike
(or, at least look similar enough that somebody could figure out they are the same person)
Yes, I know Spectra looks a little like Superman's "Livewire", now.
I think she looks pretty cool like this.

Okay, I'll tell ya. "Dike" means "man-ish lesbian", because of Spectra's shorter hair.

Well, that's news to me.
I just drew her hair to mimic the "flame" shape of Spectra's head,
while she is in her Shadow Form as a ghost (best observed in 'My Brother's Keeper')
I'm the type who doesn't distinguish anyone as Gay or Lesbian,
on account of a certain hair or clothing styleΒ (like Tomboys, who I 'know' aren't all lesbians)

I must say, this outfit is my most favourite of all her forms. And the best part is, with those green flame boots on, she reminds me of a well built together hotrod with flames painted on the side.Β
I'm just trying to be humorous, I'm not trying to make fun of her or anything.

I always thought good villains on DP need good costumes (much like Danny, himself)
the Blood Red therapist outfit is good for when Spectra's masquerading as a human
(and, I suppose the "shadow form" is optional for some ghosts)
but, when it came to a serious Supervillain Look, I always liked this one.
the Black-and-Green color scheme just works (I can sww why Disney went with that for Shego on 'Kim Possible')
and, you are right: The Flame Styled leg boots is a pretty cool looking visual.

Of course, I have my reasons for changing Spectra's hairstyle here.
If she wants to have a secret identity/duel life.
then, she must put some more effort in keeping the two parts of herself separate.

Who knows what the character designer was thinking when he/she designed this outfit.

while everything else about her was taken directly from the show itself.

Then I better watch the episodes with Spectra in it...Since I only watched "Girls' Night Out" with her.

Spectra Centric episodes were: "My Brother's Keeper", "Doctor's Disorders" and "Girls Night Out"
(Doctor Disorder's was were the costume featured here was first introduced.)
Spectra's appeared in other episodes, too.
but, only as a "crowd filler" for eps that features a large number of Danny's enemies.
'Fright Before Christmas' and 'Phantom Planet' are a good example of this.
What I found most intriguing about Girls Night Out.
was that Tara Strong voices BOTH Spectra and Ember.
so, in scenes with Spectra and Ember talking..it's really just Tara "talking to herself.Β "

I like to think the "shadow form" is an optional ghostly form.
used primarily for slipping into darkness, and such.
aside from Johnny 13's "pet ghost"
Vlad also displayed the ability to take on a Shadow Form.
in the scene where Vlad summoned dozens of duplicates to overshadow voters in 'Eye for an Eye'
the Vlad Clones were in a shadowy form, similar to Spectra's shadow form.
so, ever creative.
I decided that Spectra's Shadow Form is optional.
and, THIS is her actual, True Ghost Form.
