Description
A so-called "master of code", Cipher is known in the underworld as the go-to program for illegal modifications; namely combat and function rewrites.

However, he is also known for giving programs experimental mods that were not requested, and using them as unwitting guinea pigs to test his theories; uncaring if they survive the process so long as he gathers his data. Thus far, the only truly successful (IE: survived) modified program is Lok -- whom he uses as both bodyguard and "procurer" of programs that have strong enough code to garner his interest.

Very few know of Cipher's origins, or what his ultimate goals are... though he has spoken of User-like power being an "obtainable goal".
