OMG QAQ same thing happened not to long ago, He seems ... queer but he doesn't have problems in life like the guy you're talking about. And what's worse is that he sits in front of me in every single class until 6th period. What I usually do is ignore him, and if he catches me I just act nice to him try to end the conversation and make a new one with someone else.

when akward questions come up, give your answer, smile, and walk away. if they ask why, then think of a.... creative excuse, instead of hurting the poor guy feeling by accident. like you could say you have to save narnia, this way he gets that you don't want to, but you didn't want to hurt his feelings.

Something happened to me just a few years back. He had MANY problems. All I can say is don't dodge the question. It's a guy so you need to be blunt-straight to the point, or he won't get that you're not interested. And then he'll never give up. And if you plan on avoiding him, that doesn't work very well either... it could! But it'll take awhile...
Anyway, if anything happens then its not your fault. You can't force yourself to like someone. And since he's a guy he also probably won't appreciate pity. Sigh. Men and their manly pride.

My only advice: Just say him that you dont wanna be his girlfriend ( or that youre not interested in him) in a polite way. Maybe you can say that you feel sorry that all this stuff happened to him and that youre really sad to refuse him - But youre heart doesnt belong to him. And when your heart says he is not the right one, then he has to accept this.
I think if you say the truth to him, he will understand you for sure <3
