She's from the Megaman X Command Mission game for the PS2 which is the a replacement Navigator for X and the hunters. Nah there's no rule you just make it as you want to but sometimes you need the panels to be in specific order as well. And what made me design this because I have read a lot of Mangas especially Legend of Mana!

If i were you, I used only just a pen paper and a ruler for the basics. But you need photoshop to make the comic a lot cleaner and a lot representable for everyone but still pretty difficult to use though.
