While not whitin the jurisdiction of the formal military, the civilian militia groups put life, liberty and the pursuit of freedom above else, just like the G.I.JOE team does. On maneuvers near SGT TOPSON's secret paramilitary compound, the COMANDOS HEROICOS team members were once cut off from all communication thanks to an experimental COBRA jamming device, leaving them isolated for easy elimination. But COBRA did not reckon with the presence of SGT. TOPSON or his well armed group; he quickly restoed communications for the COMANDOS and helped rout the terrorist from their mutually defended territory. His fast actions inspired SGT. SHIMIK himself to recommend SGT: TOPSON to the team, which he proudly accepted - much to the dissapointment militia memebrs.

All communications are being cut off around the Andes Mountains in a suspiciously familiar way. During the sonic blackout, entire mining crews and local workers dissapear without a single call for help. SGT. TOPSON is immediately sent out to pinpoint the source fo trouble and reestablish communications. But will one man be enough when he finds the CRIMSON TWINS are behind the disturbance, and they do no plan on leaving any witnesses to report the latest location of their evil CRIMSON STRIKE TEAM?
