I RESENT this particular POKEMON for being IMPOSSIBLE to OBTAIN without other FRIENDS that have your POKEMON GAME. He looks SUITABLY TOPHEAVY in this work of ART though, which brings me some MODICUM of SOLACE.

Generally, particularly for the pokemon stuff, it's
-Simple shapes and strokes on Overlay at 20-50%
-Linework colours
-Linework blacks
-Background strokes
-Main subject colours
-Flat background colour

If unfamiliar, you can colour your linework easily by adding a new layer above it, and then right click>"Create Clipping Mask" so that whatever you paint will only apply to the areas the layer beneath covers.
