Agreed. This can't be the first time a popular character was used as a potshot political tool. Not to sound overly cynical; that's just kinda what people do with their IP sometimes, unfortunately. Frankly, we're lucky they left immigration out of it.
A more likely explanation is that a large part of the audience addressed (Overwatch players) has legendarily low maturity levels. Once again, these people are simply finding another way to make the game less enjoyable for the rest of us.

This has also been slightly hinted at back with the tracer comic so it's obviously been in his backstory for some time. If there was ANY recon for this, it's low key as hell. Blizzard has done WAY worse retcons *cough*dreanei*cough*.
