It's so very odd. I can't help but have this feeling of a reformed Ganondorf - to an extent.
With how the emblems of the Triforce are in their hands, it makes one wonder if the true size of the sacred triangles are really any bigger as people make them out to be.
What I mean by this is, in not being able to really see the true shape of the ring from any given sort of top view, and how it gives that illustrious glow, it is as though he offers her the very power in which he has stolen of the goddesses - all for her to share with him in a surprisingly giving sense from the King of Thieves. Perhaps this is a time where he has indeed managed to obtain all three of the pieces, without having it break apart from an evil agenda, and he wishes to truly rule Hyrule without the need of a dark iron fist. But for the Gerudo reputation, even for what is said of his 'good deeds' for the king in some incarnations, he needed something more to woo the Royal Family and their daughter, and prove that he means well by providing an intact Triforce in this manner.
This sort of thing could possibly be adding to her shock, for it isn't only an engagement, but an offer so much more drastic and grand.

You know, this would make for a very interesting story, especially if this were a Ganondorf who had learned a thing or two from past attempts at having Hyrule.
