This so totally reminds me of a book I just finished...
There is a legend that a party of elven went out to kill a dragon, but when they cornered him a warrior-elven-lady gets attacked... but then in her stead her lover jumps out and dies by the dragons flames.
Later they could kill the dragon.
Hundreds of years later she is the elven queen, knowing that her lover was made to be king... but he had to be reborn. After he was reborn he got to be her first knight. But she was neither able to tell him her love nor that she could somehow show him her feelings.
