It's not just a girl in her underwear. Her body language and facial expression convey meaning beyond a mere display of torso and undies that one might see on, say, a department store mannikin. Her self-image, sense of superiority, patience, and her valuation of her own worth are all there for those who know how to read the signs. Perhaps this is more apparent to the male viewer.
To some degree, every woman is the center of her own universe, and this is both acceptable and understandable, given Nature's scheme of things. But when is it excessive? When does egoism become egotism? When does enjoying one's sense of self cross the line into egotism or narcissism? When does a recognition of one's beauty become vanity? Where does this woman in this picture fall on that spectrum of possibilities?
To challenge this as art, is to challenge the esthetic of photography as art. Even if her pose has been deliberate and held for the taking of the picture, it could just as well have been a capture of a fleeting moment in which her micro expressions are preserved for examination.

for instance this photo is good to me bc of the way they captured the light,
the stance, etc..
there could def be a lil more to this photo dont get me wrong, just sayyin,
