While the coloring in this drawing is really lovely, the anatomy is incredibly off here.

The face is pretty accurate, but the shoulders should be a bit wider. Also the length of her arm is far too short. Fingertips down, human arm lengths end at about the middle area of a person's thigh. In the position you have drawn this character, her arm is unbent and it doesn't even reach her crotch area. However, the fist she is making is pretty accurate in terms of anatomy, so good job here. c: The hair has a nice flow to it, but the strands that are jetting out to give a "light breeze" effect jump out too sharply. In this sense they are a bit gravity defying and should be a lot closer to the larger mass of hair, only parting slightly.

As for her body as a whole, the way her hip bends to the left and her ribs jet to the right is too exaggerated. It implies that the figure is lacking a spine. She also is a bit too elongated, so the image would translate to this figure as being over 10 feet tall. Most drawn adult characters are about 5 to 6 heads tall. I highly suggest to look at stock images of women. Stock images are great references because there are so many examples of people doing various poses. The pose you are attempting here is a pretty common one and should not be difficult to find a clear image of. :]

Now I understand there are styles in where the sexualized aspects of the female body (the breasts and waist/butt region) are over exaggerated. However, anatomy and form is still something that needs to be considered when drawing in this style. The perspective is a bit off, the breast that is pointing towards the viewer needs to shrink a little more, because if she were to face forward, her right breast (the one to our left) would be a lot larger than her left breast (the one to our right). Also, gravity plays a heavy role on breasts, especially larger ones. They should be leaning downward more. Her breasts in general are just too large. A woman of her frame would not be able to harbor breasts of that size. The larger they are, the heavier they get and the more strain they place on a woman's back. Her poor back would snap. You can make characters with very large breasts that still have a smallish frame, but proportions are really key. Once again, I'd suggest for you to look up various stock photos and models.

Overall, it is a good attempt but you need to practice with anatomy. In terms of critique I don't really like some of the categories in DA's system. Instead I critique in terms of:
Composition (instead of vision)
Originality
Technique
Content (instead of impact)

I gave you a single star in composition because it is a full center shot and in terms of art composition, it is one that isn't preferable to use.

I gave you a two in originality because though the character is an original one that you made, there are many blonde bodacious characters out there. I feel that there can be a lot more done to her to up the interest value and therefore increase her originality.

I gave you a two and a half in technique because, as I mentioned earlier, your coloring in this piece is really nice. The wrinkles in the dress are also placed in the correct areas, which is a very difficult thing. However, I also mentioned that the anatomy is very off here, which is a big part of technique to me. So that is why I gave you half of the full score here.

As for content, since the image isn't very content heavy (it's just a drawing of a girl after all) that is why it received one star. It is nothing against the art itself, it just happened. Some art is made so that the viewer can think on its meaning, while other art is intended for just viewing and appreciating. So the score for this category doesn't reflect any negativity on your art. Your method of critiquing and my method seem to correlate. While I use the standard VOTI system (rather than your COTC system), the V and I are put in the first paragraph, the Intentions section, and tend to lean more towards composition/content. The O and T are put in the second paragraph, the Aesthetics section.

The classes I take heavily focus us critiquing our fellow classmates and so through the years of schooling I've been so used to critiquing with taking composition and content into consideration. DA's way of using impact and vision are just so surreal to me since I've never really encountered it before that I can't actually properly critique people with those aspects in mind. So I need to do a little switch up. Haha.

But it's nice to know that even though I make minor changes it still correlates to the VOTI system. It makes me feel like I'm not being utterly confusing. Hahah. :3
