Explosively colorful.
He seems rather exciteable and ready to go! There's a reason why I mentioned he looked explosive, and that's because he looks realy to burst into laughter or something of the like!
I really dig all the energy coming from this picture!
His colors and all the markings are quite exuberant, combined with the eager expression and pose, you've got a combination that gives him a look of pure happiness and clear excitement!

Just the amount of accessories on him are quite blamboyant with their lively colors and alluring composition. The pokeball hanging from the collar has to be my favorite though!
