Description so, I need some advice. I'm not sure what it is, but I'm really hating her dress. any suggestions?

OK, so I've tried redlining a little bit your doll and this is what I came up with [link]
My biggest issue is with the pose really, it looks unbalanced to me, so I suggest you either edit that or make her lean against something.
I tend to overcomplicate my sketches a lot, so you get redlines, a cleaner sketch with flat colours and the final thing (pretty rough)

When starting a doll make a simple sketch of what you want the finished product to be and experiment with it till you have the results you're after. This sketch should* include your planned lightsource. After you've done that, you can refine it a little bit so everything is clearly where it should be and then you may start colouring. Then again, this is my process, just some tips really.
*should here basically means that 'it's a good idea that...'

If I were you I would use references, that way you always have something to fall back on when everything seems to fail. Simply run a search on google and eyeball the results, it helps a lot. Here are some links to help you:

Ok, I wanted to keep this comment brief but that's not going to happen; onto my changes. First the dress should follow the pose of the body; you've done that but I feel you could exaggerate that a bit more by changing the folds. In clothing (unless we're talking about heavy fabrics, and trust me it has to be too heavy) folds aren't usually straight vertical lines, especially when you have such a pose. I'm no expert on flapper dresses so I just used references to do it (the second link in Dresses & hair). From what I've seen in films and pictures those dresses were made of light fabrics which means they would easily adapt to the shape of the body inside of them and thus we are left with no perfect straight lines.

For the furry thingy (don't now the word for that) I simply googled images of it and sketched the one I liked the most, then again that could be personal preference and you can make it longer or even add the animal's head and legs to it. Just a suggestion though: think about adding some sort of soft inner layer (clearly lacking vocabulary here), like here [link] It looks much more realistic and also allows you to play with colours and textures. As you see I also added the shoes (totally made up) and edited a bit her legs since her ankles looked to thin for my taste. You see dolls are so small that a pixel in the wrong place may ruin the whole thing, so be careful with the shape of things and remember that you can always adapt the shape of the items (base included) to your needs.

lolz yup! I just need to figure out if I'm adding stockings or letting her legs be bare and freezing(she is supposed to be traveling during the winter), finish the portrait, do composition and the lettering and crop it, then it'll be done.

Maybe maing her dress bunch up a bit more near the belt. Also, make it flow a bit more at the bottom. The fabric moves where it is being pushed or pulled. The flowing cloth is pulled by gravity.
