Spiders are still very much active in the forest during wintertime. They create multiple webs to travel along when moving from tree to tree. At some point, though, they have to move elsewhere because of either food supplies winding down or harsh weather ruining their webs.
Once they leave it behind, there might still be a single thread of the web hanging down and another spider may come along and recycle the thread for it's own web.
Snowflakes only just a bit heavier than a spider and when they catch a thread, they carry the weight of it and itself down to the lowest point of the thread. If two snowflakes meet, they kiss in the middle and stay there until they either melt or the thread breaks from the other snowflakes wheight.
