Hope it helps!Note:
This is my method of drawing, others may draw differently from me.
I tend to make a lot of changes while I draw. I will erase and redraw, erase and redraw OTL.
Btw, forgot to include in the last step:
Edit lashes and maybe add a few more ehe
If you ever use this tutorial, I'd be more than happy to view your work!

for you eye lashes, what is your tool you use for that line art? what are its specific stats on paint tool SAI?
Ive been using pen tool but it doesnt flutter off at the tips likes your strokes do, how d o you make your strokes do that?

For the eyelashes, I like to use the marker tool, since it has a soft edging
density: 90
blending: 50
persistence: 80

Ah--I used the marker tool!
I find the marker tool my favourite out of them all, it's possibly the only pen tool that I use on like 99% of my deviations.

It gives a softness to your lines--ahh well, I adjusted the settings to make it that way at least.
