Are you trying to install it on a computer or website? You need basic CSS to install it on a site and if it's DA you need to have access to custom skins. My site has CSS tutorials [link]

For computers just go to the control panel and click on mouse, then switch the files on the pointers tab. Remember to save it to a folder you plan to keep, if you move them, you need to install them again in the same way.
