DC claims a "trademark" only. --"copyright" & original likeness/costume is lapsed. if twenty eight years of no publication in a "new-work" go by character copyrights expire..meaning they no longer exist by federal u.s. laws.

PG didn't exist back in the day. Β Phantom Lady is from the early 40's (debuted in Police Comics in 1941).
She's pretty much one of the OGs of sexy "good girl art" characters.
