Yes, but some get the treatment more than others. For instance...
Starfire started out as an alien who got into supermodeling work to help pay her bills on earth. Nothing wrong with that, it's a hot character trait and modeling suited Starfire's bubbly personality at the time. But over the years they've changed her character to the point that the other titans have said, and I quote, "I'm pretty sure she'd walk around naked if she could".
From a supermodel who's trying to adapt to a different culture to an exhibitionist who doesn't care what anyone else thinks. That's what I was getting at.
Poison ivy and Power girl are two other examples. Oh, and Harley Quins outfits have gotten increasingly tight and suggestive over the years.
Meanwhile characters like Huntress, Raven, Batgirl and even Catwoman, Yes, CATWOMAN... have been mostly modest in how much skin they show and how sexual they act.
Again, Not a prude, not really a feminist either, just an observation that some female characters get drawn and portrayed raunchier than others.

I love the way all of the Teen Titans characters were done in the cartoon, and you've captured the wonderful mix of fun and adventure from that show perfectly.

this is SO starfire's personality! glad you drew her in her toon form, its far better than the comic one, much softer and playful and not as aggressive

Hehehe, I like the conservative approach. Yeah Teen Titans was unique using an Anime action/comedy approach. Very rare.

such a brilliant pic! and i agree, her current outfit for the relaunch is barely existent. I think that whenever they design a skimpy outfit they should have a male wearing them... hmm... that gives me a good idea for an art series
