Description
Hi. Following the style I did for Hinata, I drew a second tutorial because (awsaludares) asked me to.

1: Round face shape. Eye lines are good to have since they help place the rest of the face.
The lines above that (the hairline) is actually for the headband he wears.

2: His eyes are pointed at the end, rather like cats eyes. Neck is a cylinder. Around it, base a bigger cylinder. This is for his clothes.
Coming from the neck is his shoulders, guys shoulders are generally broader than females, and can be squared off (for adults)

3: When starting off his hair, try and start off from one triangle, like downward horns, and carry on from there. If he's facing the side, it's easier to see three horns (Triangles) from where you face him. Ear is just below the headband, but across the eyes, and don't forget the sideburns. People always seem to forget those.
I drew a bigger circle on top to help with the larger spikes on top of his head.

4: For his clothes, imagine a fence, do top semi-circles first all the way across, then draw a line coming from it to the bottom of the cylinder.
For the middle bit, where his zip comes, leave it larger compared to the other parts. Like a big soft rectangle.
His nose comes down like a V shape from his eyes, and for his lips, I drew two dots, right down from the centre of his eyes.
His blue shoulder part of the clothes, usually comes across from the armpit and stops at the beginning of the soft rectangular area for the zip.
Go crazy with his hair and draw triangles. It's okay if it's slightly out of the circle, hair isn't perfect.

5: Clean up time! His nose is like a D on it's side, and lips are joined together. Do details like on his headband and the huge irises that kid has.

6: Colouring time! There are plenty of colouring tutorials out there, but for shading and stuff, I try going really dark for that contrast.
His cheeks however, I got a nice light pink, and put opacity on it, roughly 33%) and brushed over his cheeks.
You can either erase, or add white for the random dots to make him look shiny.

Tips:
Don't over complicate for Chibi creatures.

Don't be afraid to use bright colours for shading. Like purple for skin. It sounds crazy, but try it!
