The People that owned them were brothers and it states in white 2 that both of them alongside Kyurem are parts of the Original Dragon which Reshiram and Zekrom still have the Powers and Kyurem is the Empty husk of what was left. So in a way they are not Brothers nor Counterparts(Well in some way, they are) but the same rather I litterally just played white 2 Again and have the movies of them on my Shelf so just wanted to clear that up
