This is a My Little Pony stallion run base. I have saved this file as a .GIF and those little dots just happened...
I spent around 3 days working on this (I have been a little busy), and this is my first ever animated pony puppet. It came out better than I thought.
Around this time two years ago, before my computer crash, I tried making one of these, I thought it would be impossible for me to make one of these.
two years later, I set up and start working on new things, I finally did it. I'm proud of myself.
Originally while I was trying to work on this I was looking for a pre-made stallion running base I could use, but I couldn't find one and I gave in to do it myself. No regrets and I've learned new things. But for those that struggle worse than me, I will be offering a download link (at the bottom) of the Flash file. Also for tips, help and advice about the puppet and how to use it. Send me an email, I'll be practicing and teaching myself about it and I can pass whatever information you want down to you. (I'm a fast learner)

!!UPDATE!! - Day 4 and I have finally added Horns and Wings.
- Horns include; the regular horn, a broken/cracked in half horn and a slightly longer and pointy horn
- Wings have what you need so your pony can fly!! And be on the ground steady, also scared!!

Hi, thank you for your interest in the running base.
The program this was made on is Adobe Flash CS6, it is a costly program (I did find a way to get around that but I'm pretty sure I can't publicly post how I did).
Now this program requires a lot of practice, learning and understanding because there are a lot of tools and a lot of tips (and a ton of things that go wrong, trust me).
I would suggest taking a look at YouTube, I just took a quick look and Tospont seems to have a few basics for My Little Pony animation specifically. But just some general tutorials work too.
There are also some links in the "I would like to thank" part in the description which links to other people that I credit they should have a pack download somewhere which also has more tutorials with My Little Pony Puppets.
If you get the chance, play around for a bit.
If you still struggle and need a hand because even I still struggled with tutorials, send me a note and I can talk it through with you.

Almost forgot to mention. You can replace the Cutie Mark with anything you want it still animates, I designed it to do that.
-All you have to do is find the Cutie Mark in the Library,
-Click into it,
-Delete the existing Cutie Mark (that box with the text)
-Add your own image (Cutie Mark) you desire
Then when you go back to the base, and watch it animate, it should still flow and distort with the leg.

It opens in Adobe Flash (I use CS6) and I'm not sure about your experience with Flash but once you import the base into the stage, you'd probably want to change his colour.
To do that in the easiest way possible, press CTRL + F (Command + F on Mac) and you'll get the 'Find and Replace' screen, where it says "Text" in the drop down menu, click it and change it to "color"
Use the colour picker on the first colour box and select one of the existing grey colours on the base, then at the bottom colour box select the colour you want then click "Replace All". It should replace all components to that colour (hopefully)
Now I can't fully remember but I'm pretty sure this sort of video helped me understand how to animate these pain in the ass puppets:
