I started using it not a long time ago, I understand 
So, you have to link it with your credit card or bank account in order to be able to use your money. Or, if someone give you the money, your account paypal tells you how much you have on it .
Then, to give money to someone, you have to search a little and find where you can do that, put their email address and how much you want to send and poof : it's done
It's a little complicated but it will be okay I think
