They have no physics yet and idk why Luka's skirt is like that, that's just how the weights ripped. I'm guessing they use soft bodies in the game for Luka's skirt hence why it has no bones.

What u did with and knee twist bones, u made a new rig or made they work?

Parent the Twist bone to the upper leg and then sub parent it to the lower leg bone at 0.5
