Ah, at last! A tutorial! Fullview and have a look, please. :3 Oh, and I'ts done in Paint Shop Pro, but I dont see why the techniques wouldn't work in other similar programs, like Photoshop.School starts at 12.30 today. Mruff.

I utterly failed at #1 for some reason, but I did #2: [link]
I took some liberties with the tutorial adding and altering the steps. I used a lot of blur and linear dodge. And even some eraser on extremely low opacity ^.^

It's a nice tutorial, but you should REALLY use a more readable font. It's easier to read if it isn't italic, I would stick with Tahoma, or something similar and easy to read. I like how the clouds look though =X
