viscets are a closed species - they cannot be made by just anyone unless they purchase an MYO ticket.

sorry but viscets aren't made as customs. just as adoptables/point adoptables.
Occasionally though there are MYO/Custom tickets that are raffled off, so you should definitely keep an eye out for that.
(best chance of getting a MYO ticket is keeping a watch on the group and the forum itself on chickensmoothie if you have an account there)

well viscets aren't really made to resemble copyrighted characters/etc (I don't recall but I do think that's a rule somewhere)
resembling basic animal patterns is fine but characters from any series/tv show/movie/book/etc I don't think is allowed.
