barely: scarcely or almost not
used in context: They had barely enough money to pay the rent. or She had barely sat down when the phone rang.
see? it is gramatically incorrect to use barely in that context.
A much better word would have been rarely, as in he is almost never wrong. barely is not used in conversation as such, it is usually used in describing an action.

Both of those sentences you used are grammatically correct. Both Barely and rarely are adverbs- both are contextually correct. Your argument is invalid.
