ah, actually there's been a change in policy stated on the official undertale tumblr
There are still restrictions, we're not allowed to sell on large online storefronts. I'm still a bit iffy on if it's okay to sell to individual inquiries online (if people ask to buy from me directly) but for now I know that most small scale fanmerch is qualified to sell at conventions in person c:
