I have thought of a theory... There was a spot open for god in heaven, L died, then took that position. Since God and Satan share the same soul, Satan "died" as well, leaving the position of ruler of hell open, B has been holding this position since his death, leaving L to be the only one who can take over as god in heaven, Since there is no one else (known) with ties to B other than L :3
