Mister Mischief, Bobby Drake aka Iceman.It was made for the Sets contest on ~Evo-Obsessed-Club . I know his powers has not much to do with water, but couldnt find any better... though ice is a form of water, isn't it?
And yeah, I know it's a bit strange that half of his clothes is the uniform, but I felt like drawing him in baggy trousers.
