Is anyone aloud to use this design because I have a character that these wings would work perfectly for!

I think it is. There is a lot of artist in the winx community that don`t know how to draw wings or can afford to commission one to make it. Also there isn`t many artist who does rq`s today, so I think it is wonderful that someone gives out free wings that everyone can use(But I hope that they at least give credit)

But suddenly all Winx OC's of those less experienced artists will have the same wings and drama may occur. For me it's enough that some people don't care if wings are free or someone's and use them either way.

If the wings is free, something they know as they are using them, there won`t be any problems. They know it is free and that everyone can use them, which means that they can`t claim them as their own. I don`t really see a problem, but thats me. (kind of lack everything that is named consentracion right now, test after test after tests is making my head spin.)
