Linux and UNIX computers calculate time based on how many seconds have passed since December 31, 1969 at 23:59:59 UTC.
So if you tell a UNIX computer that the current time is 0, it interprets that as December 31, 1969.
For example, computers process the current time (minus a minute or two it took to finish typing this post) as 1349041706, as that's how many seconds have passed since December 31st, 1969.
So the reason for this is because something at DeviantART wasn't getting the real time of the deviations' sumissions, and so defaulted to zero, which causes the December 1969 date to appear.
