well i used both Adobe photoshop 7 and jasc paint shop pro 8. did most of it in adobe but i perfer the later,

Firstly i used neat image on the face to make it smoother,
Then i de staurated the skin and the hair, but hueing the eyes and lips and eyebrows.
Then i colour dodged the eye blue
Then i burnt arround the eye with a circle brush aswell as the lips and then a mascar brush i found at [link] and burnt the eyes a bit more

Then genral tweeks to the background and you have the image. hope that helped.
