It's not bad at all, really. It's just the fact that this is now a kind of hub for the arguments of "derpy" and "ditzy". Really; and also, I have to mention that the idea was stolen from Dr. Who, so not much originality to that. Not much impact either, since it's just a background cartoon character. I also don't understand why she's turning into Rainbow Dash or whomever, and it seems like a pretty bad vectoring job the last few panels. Repeating a character's vector and adding lines does not make a good comic. All in all: IT SUCKS. GET A LIFE NOOOOOOOOOOOOOOOOOOOOOB!!! ;D

Yes, it is based on an emotional scene which has some elements in common with the current situation. That's called allusion.
I guess the impact is hugely dependent on what you feel for the character. Even though it is a background pony, all it once was an animation error. But fans thought it adorable and made so much content that it built the character. And the important part is, Hasbro took the fans' image and put it into the show.
She doesn't turn into "Rainbow Dash or whatever", the important thing is that she turns into a different pony, surrendering her personality to forces she can not stop or even really comprehend.
All in all: 1/10 for making me reply.

Yes, cause that makes total sense ! We have a show about colored talking horses who learn about the magic of friendship with a cast of main characters that are mentally unstable and have a psychotic episode every week or so, a bunch of diamond dogs who promote slavery, a pegasus pony on steroids, a mentally ill pony who barks like a dog, a whole lot of destruction and violence with even an obvious reference to a MACHINEGUN for Celestia's sake and THAT's all okay, but the clumsy derpy-eyed pony with the funny voice had to be censored because THAT could have been offensive !!
