Well... it's because she's a heartless bitch. She shows nothing but contempt for both the Elrics (locking them up and interrogating them on Alkahestry so she can weaponize it) and her own brother (because he did the silly thing of NOT WANTING TO KILL INNOCENT MEN, WOMEN AND CHILDREN), the man who'd happily give you the shirt off his back... 42% of the reason is an excuse to flex.
She just backs orders to her loyal lapdogs and practically did nothing against Sloth. And do you know who we see that isn't her loyal lapdog that she shows any gratitude towards? Scar! Not her caring brother who helped save her life, not the badass Curtis', the religiously motivated murderer who not only killed several state Alchemists (three of them almost being the Elrics and the Major), obstructed due process by killing Nina and Shou Tucker, and aided and abetted two at the time criminals (possibly Mei Chang if you count her assaulting several members of the military and state Alchemists). She sees mercy and compassion as weakness. At least with characters like...
It would be alright if we saw some catalyst and/or a break from the ice queen routine, but no. We see her as nothing but a bitch and like how I said before, she shows compassion only to Scar or her loyal dogs. At least we know why Scar kills; religious motivation on top of a traumatic experience that pretty much backs up his point during the Ishvalan civil war, especially with Kimbly. Hell, the man unironically called "Wrath" is more civil than she is! I'd ease up if we saw that the two Armstrongs were in cahoots, if she had a talk with him about saving her from Sloth or something! But the major is kicked out of his own home because "he's a pansy". I will happily become the new Wrath so I can tear down, both figuratively and literally.
I swear, you can point to any other character and I can tell you why they are a better person/golem/homunculus. I will even commit the cardinal sin of saying Shou Tucker gets more sympathy from me. At least I can understand where he's coming from.

Oh no, she's a bitch all right. She's just not a heartless one. She's a very 3 dimentional character and that's part of the reason that i personally like her. I dont agree with a lot of her actions but I can see the motives behind them. Like I don't think she was mad at her brother for refusing to kill children in the Ishvallin war but was angry that he ran away from his problems rather then facing them head on. I think she would find it more satisfactory if he had stood up for what he believed in by refusing the order when it came to him rather then getting to the battlefield and then having second thoughts. I'm not saying that she's right to be mad at Alex but she's very much a tough love kind of person. I think that she's tougher on the people that she cares about because she knows that a lesson without pain is meaningless (Which is a theme in the show, equivalent exchange) and she wants him to be better. It's kind of complicated and I'm too tired to get too deep into her character becuase it's past midnight and i have to go to bed. But really, It's ok to dislike her character because she is a bit of a bitch who doesn't take shit from no one so I can understand your veiw point on the matter. I just think that there's a lot of layers to the ice queen of briggs.

I disagree. Sure, there are some lessons you need to learn the hard way, but I don't think one of them was the deaths of an entire group of people, especially innocent children. If I had a subordinate that was not willing to exterminate kids, especially seeing the look of utter anguish I saw on the Major's then moustacheless face, I would understand as there is a difference between waging a war against an equal threat and a complete extermination of a whole race of people. She doesn't even show any sign that she saw the Civil War as anything bad! SHE EVEN WORKS WITH KIMBLY!
And it also doesn't help that she didn't even try to reconcile anything with her brother or see things from his point of view. That and I don't see her as three dimensional, just that stereotypical strict archetype that reward those who are loyal to the point of not questioning orders. Just one scene where she talks to her brother without insult or contempt, SOMETHING!

Want strict figures to look up to? (May be something you'd groan at, but bear with me) Look at the Great Diamond Authority from Steven Universe. We are told that the Diamonds are cruel and oppressive, but we also see them as more complex than the Frieza of the series, especially what we see in relation to Pink Diamond. Hell, Yellow Diamond's actions at The Trial can be seen as either just a cruel dictator with a trigger finger on a guillotine, but also like a mother who wants to get back at the person who took away her daughter. Hell! During the song "What's the Use of Feeling (Blue)?", we can see that Yellow dealing with grief through anger and repression as oppose to Blue just crying all the time. That in Jungle Moon, we can see through her conversation with Pink and her being also represented by Priyanka Maheswaran that she is a strict mother figure. This is because we see them behind closed doors and that there is no real bad guy. General Armstrong shows no such development.

I forgot to mention this, but there is a way to make unsympathetic characters enjoyable. Look at Darkseid or Joker. One is the larger than life destroyer that'd consider the greatest of heroes unworthy to be scraped off his boots while the other is a manic that'd set the world on fire for the yuks. The reason I like these two over Armstrong is because not only are they fantastic challenges for the heroes and that I'm not supposed to route for them. Hypocracy is garanteed to get under my skin, especially if it's the "route for this heartless S/D.O.B" kind. I even have sympathy for at least 4 of the Homunculi; Wrath, Greed, Envy and Gluttony.
