i've seen other pictures [link] but i don't think there fakes or it would be headlines off "dotty old woman sows wings to cat"
wiki has a list of the 3 main ways that winged cats happen (only the third could get be breed to have working wings but at a guess would need about 30 genrations to look right and probably a further 100 so that the cat could use them)

Very interesting! I have only seen documentations about a five-legged cow (the fifth leg was usesless because too short, but the other four were normal) and a four-legged duck (don't know if the legs were an additional pair or instead of the wings, coudn't see it on the photo, but the duck walked without problems)
