No, it can't be him, he was (spoiler alert for anyone else who hasn't played the game through to the end who might read this) most likely disintergrated when SeaBob used the S.T.R.O.I. to kill him.
Even if his corpse remained, SeaBob couldn't have hid the evidence in SummerCrab, because she hadn't been thrown off the mountain yet in the timeline, so the other crabs would've noticed.
It would make more sense to put him somewhere in that underground place that Chipper was in.

I dunno, I'm just saying it has to be a bird but it can't be SeaBill. It's most likely one of the people who found out SeaBob's secret and he maybe for some reason decided to put them in her rather than with Chipper and the others.
