I can not say certain things, but I think that you are saying "Spy catcher J3".
If the wetsuit women are wearing more trench coats I think that the image is a scene of "Spy Catcher J3".

Previously, I was able to see some images on the web,
but now it has been swept by the enormous number of images vividly drawn by Villainess and I can not find the image of the original television program.

Spy catcher J3"Spy catcher J3" is a Japanese TV program televised in 1965.
The woman spy of the code name called  PIRANHA appears in Episode 1 and Episode 2, and she appears in a wetsuits.
Unfortunately I have not watched the Episode.
I searched Spy catcher J3 triggered by comment of Mr. Fokker2011.
Then I found such a web page.

模写して、ウェットスーツに着替えさせました。
いつもの自分の絵とプロポーションがだいぶ違うのですが、
おっしゃる通り、アニメ絵もイイですね(^_^。
