When you color the hair, use very little white for the light part of the hair, and then change the mode of the brush to overlay and paint on the light parts again...it adds the glow in a very beautiful way...Now to increase it completely, while improving the whole thing, duplicate your hair layer, desaturate it...play on the levels of black and white of the desaturated layer above the colored one, and then use the blending modes...either overlay, or what you find best....take your time to go through them, knowing that if you reduce opacity it gives a different look that you might like...in the end, I use the blending mode "color" on a new layer on top to give the initial color to the whole thing again^^I hope this is helpful
