how do you achieve this effect with the clouds? I use a nd grad 10 stop filter and the clouds don't seem to have moved in my images even on a long exposure

It depends on the clouds pace, sometimes you can get constant clouds with 400seconds exposure, sometimes like this photo with 60 seconds. Good luck
