This one was a challenge! I'm 90% sure this background was designed by a sadist. So many tiny details and complex architecture. A tribute to the way the show's visual quality has improved but also a nightmare to create.
Still, if you need to represent the weather factory then this will hopefully serve better than a screenshot.
The PNG can be saved by expanding the preview image and the Illustrator vector file is available as the download.

BTW, I wasn't as forgiving about that as you were, and your cited examples of others in the Mane Six causing destruction didn't impress me. When Twilight cast the want-it-need-it-spell, she didn't exactly get away with it; we had never seen Celestia so stern with her before. When Applejack caused the rabbit stampede, it was plainly accidental and not really dangerous, seeing as the bunnies went around the unconscious pony. When Rarity used the Inspiration Manifestation, she was no longer herself, so it wouldn't make sense to punish her. And when Fluttershy rescued at least one Parasprite, it was foolish but not illegal. By contrast, Dash fully intended to undo the hard work of many ponies for completely selfish reasons, created a life-threatening scenario, and regretted her choice only because it backfired.

I kinda wish we got to spend more time really exploring Cloudsdale since it's so fascinating. Can you imagine what living there would be like? At times the city didn't appear as a solid cloud mass, which meant you could only get from one part to another by flying, like a Venice in the clouds. How did younger pegasi get around? Or those who weren't capable flyers?
