Step1 Apply the Cosmetic just like it's a Hat or Clothing
Step2 Pose or Animate the Face
Step3 Copy the Ponies Face Controls in the Motion Editor/Graph Editor
Step4 Select the Makeup's Face Controls and Paste it in the Motion Editor/Graph Editor and Done
The Makeup should fit like a Glove.
