I downloaded it as soon as I possibly could, of course, when I discovered the "Welcome Back" thing on the Playstation Network!
(you of course know about this, yes?)
I had a question about it - is it possible to get all the powers in one file? by getting as good as possible, then bad as possible? (or vise-versa, of course)

no it is not
if, you choose one side, say good for example, you go all your good side quests to get certain special powers (the special good one is Overlord Burst i think). then after you do said side quest, one of the opposite karma (evil mission) is locked out
