Are these all specifically for heads & hair? For example, can I use #1 on a shirt?

You can use them or edit them however you want.
You may have to re-weight the items to the correct bones/position. For example to the upper body bone for the shirt instead of the head bone.

I, er, honestly have no idea~Β On some of the parts the original uploader/converter did update some of their parts, but I don't know specifically which ones they were. So I apologize for that!
I am going to go back and update all this stuff at some point but for now all the files are the original ones that were uploaded by the user. I haven't touched them or their contents.Β
