Well we have a few things to think over:
1: 2019 Godzilla had a small amount of time being known of, and was in the process of going Critical Mass due to the nuclear bomb previously absorbed.
2: 2019 was also caused by a purposeful sacrifice (A common way for Godzilla to receive permanent buffs to his power) due to Mothera sacrificing herself to save him. Her essence flowing over, we also do not know if this is a true form or just a temporary boost. (But again using the older references for Godzilla, reinstating this is how he commonly got permanent power boosts to abilities: this might be something he can do on will now when and if he needs it.)
3: How much stronger is 1995's Atomic Breaths (Both old and new) compared to 2019's Atomic breath? Can 2019 Absorb that power if it is pure Radiation or would it be too lethal even for him to take?
4: The likely hood 1995 would get the chance - if his atomic breaths are lethal to 2019 - are going to hit as the two engage in battle. While the models and art of battle has changed as we use CGI more so than Costume Suits: we can assume the two are just as fluid as 2019's movies suggest. 2019 is bigger, heavier, and is likely to be able to keep up with any size agility 1995 would/might have. (the bigger you are typically the slower you move, just a natural disadvantage)
Over all, from what I can currently gather to date:
2019 is stronger physically and more battle hardened than 1995. With experience on his side as well - in a physical brawl 2019 will win hands down.
This leaves the in the air debate to the two's abilities outside of physical prowess. If 1995 gets a chance to hit 2019 with a red spiral heat blast, or an infinite heat blast, or any other variants of his atomic breath he currently has than it might be the end for 2019's Godzilla if he can't absorb any of it, if at all as we have seen 1995 go toe to toe with physically stronger and more durable foes than himself before. His blasts are devastating to them but we have arguably NOT seen him go up against anything too similar to himself. All either mechanical variants or sub species from space that have enough differences to him to make them almost completely different creatures. So it is hard to tell.

considering we are witnessing the new version of burning godzilla, this could mean he absorbed too much nuclear fusion, just like his 1995 counterpart.
