Can you consider Andorra a monarchy? Well, given that its ruling heads of state are "Co-Princes", yes. Still, when making the Republic of Andorra, it's a bit weird because one of the Co-Princes is currently the President of France, who is a democratically elected head of state. The other one though is a bishop appointed by the Papacy in Rome, because of course it is. Meanwhile, the flag itself is basically identical to the flag of Romania and Chad were it not for the coat of arms in the middle, so instead I turned it on its side and slapped the flag of the capital city in the middle, which is also named Andorra. Go nuts. It's time the microstates got some attention.
