A lot of this is fenced off. Can you believe this was actually someone's property? The remains of their house is still on the site. Their relatives eventually donated this whole area to the park system.

I heard that the reason the trail down to the beach was fenced off
was because the highway patrol got tired of rescuing people who
slipped and fell going down (it's very wet and slippery there).

Thanks! Yes, I can imagine in that area that the trail would be difficult. And with all the families with little kids, it's probably best that they fenced it off.
